'92 LAWFormer Director of Health Policy, University of California Office of the President - Angela Gilliard recently concluded a 16-year tenure at the University of California Office of the President, where she served as Director of Health Policy for UC Health, advising executive leadership and overseeing policy across UC’s five academic health centers and 20 professional schools. She previously served as a legislative advocate for a public interest law firm representing low-income Californians, and earlier in her career, she advised California’s Legislature and Executive Branch on Medicaid, mental health, and access to care. Angela earned her Juris Doctor from McGeorge School of Law in 1992. Dr. Kuy E. Ky, D.D.S., '92 COPDentist, Speaker, Community Advocate - Dr. Kuy Ky immigrated from Cambodia in 1979 and has proudly called Stockton home since. A graduate of A.A. Stagg High School and University of the Pacific (B.S. in Biology, 1992), he earned his dental degree from the University of Southern California in 1996. In addition to operating a thriving dental practice, Kuy serves as an editorial advisor for Dental Implantology Update and lectures nationally on implant dentistry. He is also an adjunct professor and an international trainer for implant surgery. Deeply committed to his community, Kuy volunteers with St. Mary’s Dental Clinic and has been a Stockton Rotary Club member since 1997. He is passionate about family, dentistry, service, and lifelong learning. Sheila JamesProject Officer, All of Us Research Program – National Institutes of Health (NIH) - Sheila James serves as a Project Officer in the Division of Engagement and Outreach for the NIH’s All of Us Research Program, where she fosters national engagement partnerships and ensures that community perspectives are central to research efforts. Previously, she worked as a Regional Minority Health Analyst with the Office of the Assistant Secretary for Health, serving states across the western U.S. Sheila has also led collaborative efforts to improve access to care for individuals with Sickle Cell Disease. Her professional background includes work in public health, radio and television engineering, and civil litigation. Sheila earned her Bachelor of Science from Humphreys College and is a graduate of Women’s Health Leadership.
